The pace bowler has taken 309 Test scalps in 71 Test matches with an impressive average.
Australia's chair of selectors the selector has confirmed that pace spearhead Cummins will have a crucial role in this winter's Ashes series.
Speculation had been growing that Cummins might be unavailable due to a persistent back stress problem that had not yet healed.
Previous updates from team management suggested no final decision had been made regarding his involvement, with the Test matches scheduled to begin on the 21st of November in the WACA.
He revealed that Cummins is "building up" and felt positive about the prospects of taking part.
"It's clear that the window is narrowing and multiple considerations at play, not just his injury, but other factors as well," he commented.
"The outlook is good. We firmly believe that he will feature a key capacity. Hopefully from the opening match. If not, then we'll pick it up."
Injury History
The captain missed the ODI and T20 games against India and New Zealand in the previous weeks after scans revealed a stress reaction in his back.
There is a track record of recurring issues, with recurrences in multiple past seasons forcing him out of three Australian summers in a limited period.
He emphasized he would be ""aggressive" and "take risks" in his comeback strategy to make the squad for the contest.
The selector indicated that it was unclear if he had started his bowling workouts as part of his recovery but acknowledged it was "getting tight" for him to regain fitness for the first Test.
Alternative Arrangements
If he's unavailable, veteran batsman Smith will take over the captaincy.
The talented all-rounder was withdrawn recently from Australia's squad for their ODI contests against the Asian giants as a preventive step because of an abdominal issue.
Bailey described it as a "small issue and confirmed that he's scheduled to appear in the domestic first-class competition, so will be "ideally positioned to resume bowling."
"Extensive planning has gone into creating the schedule for him to participate for the opening match as an all-rounder," he elaborated.
"He was only going to play the initial matches in any case. The way he swings the bat in limited-overs, if it causes any delay for 24 more hours, we just made the decision to take a cautious route."
